Jill Skinner
Senior Investigator and Business Development Consultant
Jill Skinner retired as Deputy Chief in 2018 from the Ottawa Police Service (OPS) after 37 years of service. As the Deputy Chief she led the transformational change project for all aspects of the police operations of the Service from 2015 through implementation in 2017. She was the operational lead for all major events in the city from 2010-18. Jill is a Hearing Officer for Ontario Police Services Act tribunals.
Mrs. Skinner has extensive experience in criminal investigations mostly focused on Violence Against Women (VAW) and family violence. Jill was the driving force behind the creation of the Canadian Association of Chiefs of Police Victims of Crime Committee. She has more than 12 years’ experience on two different Community Health Centre Boards. Presently, she is operating the Ottawa office of Investigative Solutions Network (ISN) specializing in workplace investigations and organizational reviews.
Mrs. Skinner completed her Master of Arts in leadership at Royal Roads University. She received the Governor General of Canada Member of the Order of Merit of the Police Forces (M.O.M.) and the Police Exemplary Service medal.
